Bill Title: Reestablishing a business and occupation tax on the privilege of providing property for rent and supporting access to affordable rental property by exempting from tax landlords participating in a rent stabilization program.

Bill Summary:

  • AN ACT Relating to a business and occupation tax on the privilege of providing property for rent and supporting access to affordable rental property by exempting from tax landlords participating in a rent stabilization program; adding new sections to chapter 82.04 RCW; adding a new section to chapter 43.330 RCW; creating new sections; providing an effective date; and providing expiration dates.

What the Bill says:

  • It will require  all landlords to begin paying B&O taxes on the gross rental income if they do not adhere to a residential rent stabilization program.

Our Summary Opinion:

  • It is putting more pressure on already squeezed landlords forcing them to NOT increase any rents even though the market costs to supply the housing are exploding. This will see fewer landlords of the small individual types renting housing to people creating an even more dire strain on the housing market.
Status: This bill has a hearing at 10:30 AM on January 17th in the Senate Housing Committee
