• It creates a separate government / non government entity to conduct the investigations and empanel the grand jury and prosecute or decide not to any police officer at the oversight and authority of the State Attorney General.

Our Summary Opinion:

• This bill does not guarantee a proper investigation simply by making it third party and declaring a panel of people who are of diverse backgrounds and races. On those same grounds it does not ensure that the grand jury or the court proceedings will be levied more fairly. Furthermore it may even reduce the officers options with regards to appeals and all citizens have the right to due process. We are very concerned with this whole concept.
