Bill Summary:

• AN ACT Relating to enhancing requirements relating to the purchase, transfer, and possession of firearms by requiring a permit to purchase firearms, specifying requirements and standards for firearms safety training programs and issuance of concealed pistol licenses, specifying circumstances where a firearm transfer may be delayed, requiring recordkeeping for all firearm transfers, and establishing reporting requirements regarding permits to purchase firearms and concealed pistol licenses; amending RCW 9.41.090, 9.41.1132, 43.43.590, 9.41.047, 9.41.070, 9.41.075, 9.41.097, 9.41.0975, 9.41.110, 9.41.129, 9.41.270, 7.105.350, and 43.43.580; adding new sections to chapter 9.41 RCW; adding a new section to chapter 43.43 RCW; and providing an effective date.

What the Bill says:

• This bill creates a registry of all firearm sales and requires a permit for purchase or transfer of ANY weapon.  

Our Summary Opinion:

• While it is obvious that the majority of gun owners have a few things in common. A) They rarely purchase a gun, B) They rarely need more ammunition than what is allowed in this bill, C) They are good law abiding citizens. It is also obvious that their rights are being eroded with this permit and registry. There is nothing written in the state constitution nor the federal constitution that allows any restrictions like this. The state should not be requiring/keeping a record of either a gun sale nor transfer of a gun under our state constitution. Therefore we recommend a no vote!
